Delhi APP 2026 Experience Certificate: Format, Who Can Sign and Mistakes to Avoid.

The Delhi APP experience certificate is the document that proves your three years at the Bar, and a faulty one can cost you the post. The application deadline is 2 October 2026, 6:00 PM. This guide is for practising advocates and recent enrolees, and explains legal terms in plain language.

Why the Certificate Matters

UPSC requires a law degree and at least 3 years of practice as an advocate after Bar Council enrolment for the 140 Assistant Public Prosecutor posts (Advertisement 11/2026). The certificate is your proof. UPSC can also re-check it at document verification, so a weak certificate can create trouble even after you apply.

Legal Provisions That Apply

  • Advocates Act, 1961: Section 17 provides for State Bar Council rolls (the official list of enrolled advocates), and Section 24 lays down who can be enrolled. Section 30 gives enrolled advocates the right to practise. Practice counts only from the enrolment date.
  • Bar Council of India Rules: govern professional conduct. An advocate who signs a false certificate may face disciplinary action under Section 35 of the Advocates Act (professional misconduct).
  • Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS): Section 19 provides for Assistant Public Prosecutors in Magistrate courts, which is why practice experience is required.
  • Bharatiya Nyaya Sanhita, 2023 (BNS): Section 318 covers cheating, Section 336 forgery, and Section 340 using a forged document as genuine.

Format: Use UPSC’s Prescribed Form

UPSC expects the certificate in its own prescribed format, reported as the form titled “Experience Certificate for Experience at Bar for Advocates.” Do not use a self-made letter or a generic employer template. Download the exact form from the Advertisement 11/2026 annexure on the UPSC website. A plain-paper letter may be rejected, so follow the notification’s instructions on paper, stamp and signature.

Who Can Sign It

The notification names the authorities who may certify Bar practice. I could not confirm that list from the official text, so read the relevant clause in the notification and use only the officials it names. Signatures from people outside that list, such as a colleague or friend, are a common reason for rejection.

Counting the Three Years

Count from your Bar Council enrolment date to the cut-off. If you enrolled on or before 2 October 2023, you reach three years on the cut-off date. Treat the notification’s own cut-off wording as final. Practice before enrolment, internships and pupillage do not count, and gaps such as suspended enrolment should be explained honestly.

Common Rejections and Mistakes

  • Experience counted from the LLB date, not enrolment
  • Wrong format or no UPSC annexure
  • Signature by an unauthorised person
  • Missing dates, enrolment number or seal
  • Name mismatch with the degree or ID
  • Blurred or cropped scan
  • Overlapping or unexplained periods
